Japan is now looking to put a large manned base on the moon by 2025. The Jaxa space agency, Japan's version of NASA, is planning to have probed the moon by 2015, for a follow-up human colonisation and research effort by 2025.
This would mean the agency's budget being hiked to $56.8 billion to help finance the project, which would include the need for a space shuttle-like craft.
There's been a lot of tension between China and Japan in the region, and the move is being interpreted as a signal that Japan isn't willing to let China have its own way in the space race (which has its own lunar ambitions).
